Mind Boggling

It is mind boggling to think about the secrets of Japanese culture.  Japan is an unique culture that no other culture can compare to.  It consists of its cute side to perverted stuff to super weird stuff.  If  you are an avid anime viewer then you would know how ecchi most anime can be.  We see super short skits and shorts, bouncing melon boobies, panties and bras at every corner.  So the question is, are Japanese really that perverted?  Perversion is a part of their culture in the anime world so are there really panty thieves roaming around the city stealing panties from unsuspecting ramen slurping babes?  I'm sure there are.
